In general, cats in Western European countries are left intact far more than in the USA and Canada.
If the gonadectomy surgery is ever done outside of a medical necessity, cats are spayed or castrated once they show sexual maturity at the very earliest.

In Spain, cats are not usually neutered.
The United Kingdom
Unlike the other European countries, the UK has taken a few too many pages from the USA Neuter Nazi’s book in regards to the cat desexing issue. The only figurative page that the UK hasn’t picked up on is the 2 pounds and/or 8 weeks desexing age thing.
